For some reason President Joe Biden has been changing the way he describes his plan for government child care. It’s unlikely the rhetorical revision was demanded by Sens. Kyrsten Sinema (D., Ariz.), Joe Manchin (D., W.Va.) or even Bernie Sanders (socialist, Vt.). Instead the White House appears to have made a marketing decision about this element of its multitrillion-dollar spending plan, which may tell us something about the underlying product.
